The likelihood of La Planeta de Agua birthing a super-intelligent fish was pretty high. In comes Bob the Killer Goldfish. Bob was born with brains, but not much else to support his intelligence. And with everyone else on his planet as dumb as dirt, Bob instantly assumed power. He discovered the only chunk of land on La Planeta de Agua, found himself a fishbowl and stood there marooned for a long time.

Eventually, Bob enlisted the help of the giant cats. In exchange for their servitude, Bob named them (#1 through #7) and gave them plans to build the Aquadome: A giant underwater habitrail they could walk about in without getting wet. Bob took the most muscular cat, named #4, as his personal servant, who would carry his fishbowl around.

Bob believes that fish are the highest form of life and seeks to conquer the universe for the benefit of all fish kind. However, although the cats are a big help, Bob couldn't see himself as a monarch without arms-and-legs. In come Earthworm Jim, to his home planet asking for a cup of sugar. To Bob, Jim poses the perfect opportunity: A robotic body owned by something that's lower on the food chain. Bob's tried many ways to take over the universe but doesn't believe he'll be truly successful until the supersuit is his and Jim is sizzlin' in his griddle.

Bob is an evil dictator, not unlike Hitler or Stalin, however, he's kinda new to the whole super-villian shindig and makes lots of mistakes. Most of the time Bob gets defeated, it's usually his own fault, like when he tried to make all of the fish on La Planeta De Agua smart and the psychic-powered fish turned on him. There's no denying his genius, however as Bob's war machines and scientific creations rival only those of Professor Monkey for a Head.
